On August 10, 2026, YouTube announced that it is doubling the watch-hour and Shorts-view requirements for new creators seeking ad and Premium revenue sharing. The announcement and detailed YPP change guide say the new rules take effect on February 1, 2027.

These YouTube monetization changes for 2027 do not remove channels already in YPP. However, existing partners still need to understand new Shorts earnings rules, channel activity requirements, and a January 31 contract deadline.

For full ads and YouTube Premium revenue sharing, the subscriber requirement stays at 1,000. The two performance routes double for new applicants.

You need the subscriber requirement and one performance route. You do not need both 8,000 watch hours and 20 million Shorts views.

For scale, 8,000 hours over 365 days averages about 22 hours of channel watch time per day. Twenty million Shorts views over 90 days averages about 222,222 qualified views per day.

The numbers only make you eligible to apply. YouTube still reviews each channel for compliance with its monetization policies before approving it.

The 500-Subscriber YPP Tier Is Not Changing

YouTube's expanded YPP overview keeps the earlier-access requirements for eligible fan-funding and Shopping features.

You can apply for this tier in eligible countries and regions with:

  • 500 subscribers
  • Three valid public uploads in the last 90 days
  • Either 3,000 qualified public watch hours in the last 12 months or 3 million qualified public Shorts views in the last 90 days

This tier can unlock eligible features such as channel memberships, Super Chat, Super Stickers, Super Thanks, and select Shopping tools. It does not unlock Watch Page ads, Shorts Feed ads, or YouTube Premium revenue sharing.

Shorts Creators Get a New Ongoing Earnings Threshold

Starting February 1, 2027, YouTube says a creator needs 10 million qualified Shorts views over the previous 90 days to earn from the Shorts Creator Pool.

If your channel falls below that mark:

  • You remain in YPP.
  • Your long-form earnings are not affected by the Shorts threshold.
  • Shorts Creator Pool earnings pause until your channel crosses 10 million qualified Shorts views in the rolling 90-day window again.

That is different from the 20 million Shorts views required for a new creator to enter the full ads and Premium tier. The 20 million figure is an entry requirement. The 10 million figure is an ongoing Shorts Creator Pool earnings requirement.

YouTube also announced targeted Shorts ads. When an advertiser targets a group of five or fewer channels, eligible creators can receive a direct 45% revenue share from those placements on top of standard Creator Pool earnings.

Existing YPP Channels Get New Activity Requirements

Starting February 1, 2027, YouTube considers a YPP channel active if it meets at least one of these conditions:

  • 1,000 qualified public watch hours in the past 365 days
  • 1 million qualified Shorts views in the past 90 days
  • Two long-form uploads or five Shorts uploads every 90 days

If a channel drops below the activity requirements, YouTube says it gets an extended 90-day window to restore active status by reaching either 1,000 qualified watch hours in 365 days or 1 million qualified Shorts views in 90 days.

Notice that upload cadence can establish active status initially, but YouTube's published recovery options name the watch-hour and Shorts-view routes. If your channel receives an activity warning, follow the exact instructions in YouTube Studio rather than assuming new uploads alone will resolve it.

Current Partners Must Review New Terms by January 31

Creators already in YPP should open YouTube Studio now and review the updated monetization modules.

YouTube says partners must accept the relevant updated terms by January 31, 2027 to continue earning from the associated features on February 1. The modules can include:

  • Watch Page Monetization Module
  • Shorts Monetization Module
  • Commerce Product Module, where applicable

Missing the deadline does not automatically remove your channel from YPP. Earnings from the affected features stop until you accept the updated terms.

To review them:

  1. Open YouTube Studio on desktop or mobile.
  2. Find the terms notice on the dashboard or in Earn.
  3. Select Review for each updated module.
  4. Check the acceptance box and select Next for each module you choose.
  5. Select Submit after reviewing the modules.

What Counts as Qualified Watch Hours and Shorts Views?

YouTube's YPP eligibility guide defines the qualified public activity below. Not every view shown across YouTube Analytics counts.

Qualified watch hours include watch time from long-form videos set to public. The following do not count toward the YPP watch-hour threshold:

  • Private videos
  • Unlisted videos
  • Deleted videos
  • Views from ad campaigns
  • YouTube Shorts
  • Livestreams that are unlisted, deleted, or not converted to video on demand

Qualified Shorts views come from public Shorts that appear in the Shorts Feed. Private, unlisted, or deleted Shorts, views from ad campaigns, and image posts in the Shorts Feed do not count.

Shorts Feed watch time does not count toward the 8,000-hour long-form route. The long-form and Shorts paths stay separate.

What Should You Do Before February 1, 2027?

Choose the action that matches where your channel is at today:

If you are close to the current full YPP threshold

Open YouTube Studio > Earn and confirm your qualified subscriber, watch-hour, and Shorts-view totals. Apply the moment Studio marks you eligible under the current rules, but do not assume that reaching 4,000 hours or 10 million Shorts views on January 31 guarantees review under the old threshold.

If you are already in YPP

Review and accept the updated modules before January 31. Then check whether your channel meets at least one new activity condition. Shorts creators should also watch the rolling 10-million-view Creator Pool threshold.

If you are targeting the 500-subscriber tier

The existing thresholds covered above are unchanged. Confirm that expanded YPP and each feature are available in your country and on your channel.

If you are far from either full-revenue route

Do not chase both routes at once. Choose the format that fits your audience and production strengths, then track the matching metric in Studio. You can also build income outside full ad eligibility through products, services, affiliates, sponsorships, or external memberships when those offers fit your audience.

Why Is YouTube Raising the Monetization Requirements?

YouTube says the changes are intended to reward active creators, reflect how viewers watch today, and keep YPP sustainable as the creator economy grows. It also points to more than 200 billion daily Shorts views and more than one billion hours of daily TV watch time.

YouTube has not said the change is specifically designed to block AI-generated content, spam, or smaller channels.

For creators, the entry bar for full ad and Premium sharing is rising. The earlier fan-funding tier stays available, and YouTube is adding other earning programs.

Premium Lite and Other New Earning Opportunities

YouTube is expanding Premium Lite to every country where YouTube Premium is available. Premium Lite uses a creator pool representing 60% of net subscription revenue, while the standard Premium pool represents 30%.

Those pools are then distributed based on member watch time and views. Creators receive a 55% share for long-form video allocations and 45% for Shorts allocations. This does not mean a creator receives 60% of a Premium Lite subscriber's payment directly.

YouTube also announced future Shorts incentives tied to Shopping, brand deals, and trend participation. Details will arrive through direct eligibility notices, so creators should not plan revenue around an incentive until it appears in their account.
